{"id":6173,"date":"2017-09-11T04:23:56","date_gmt":"2017-09-11T04:23:56","guid":{"rendered":"https:\/\/amazingproperty.com.ng\/blog\/nigeria-skeptical-as-new-urban-agenda-reform-of-un-habitat-top-un-talks\/"},"modified":"2017-09-11T04:23:56","modified_gmt":"2017-09-11T04:23:56","slug":"nigeria-skeptical-as-new-urban-agenda-reform-of-un-habitat-top-un-talks","status":"publish","type":"post","link":"https:\/\/amazingproperty.com.ng\/blog\/nigeria-skeptical-as-new-urban-agenda-reform-of-un-habitat-top-un-talks\/","title":{"rendered":"Nigeria skeptical as new urban agenda, reform of UN-Habitat top UN talks"},"content":{"rendered":"<p>\n<\/p>\n<div><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-219207 lazyload\" src=\"https:\/\/i0.wp.com\/guardian.ng\/wp-content\/uploads\/2016\/12\/Amina.jpg?resize=1280%2C720&#038;ssl=1\" alt=\"\" width=\"1280\" height=\"720\" \/><\/p>\n<p class=\"wp-caption-text\">Hajia Amina Mohammed<\/p>\n<\/div>\n<p>The plot thickened still last week on the unfolding controversy over the reform of UN-Habitat, as the General Assembly kicked off a high-level meeting on a new UN approach to the rapidly urbanizing world.<\/p>\n<p>Some of the diplomats that spoke at the forum were unanimous in their submissions: the proposal for UN Urban, an agency that would coordinate global approach to urbanisation should not be approved.<\/p>\n<p>The most vocal opposition came from a negotiating bloc of African countries that have traditionally been among the strongest supporters of UN-Habitat, which is based in Nairobi.<\/p>\n<p>New York-based, Minister Plenipotentiary, Nigeria Permanent Mission, Akinremi Bolaji endorsed the statement delivered by the Ecuadorian Minister Mar\u00eda Alejandra Vicu\u00f1a, who spoke behalf of the African Group and Ecuador on behalf of the G77 and China. She raised concerns about the <a href=\"https:\/\/amazingproperty.com.ng\/blog\/get-quick-loan-for-real-estate-investment\/\">funding<\/a>, structure and scope of the proposed entity.<\/p>\n<p>Bolaji recalled that during the various Prep-com meetings towards Habitat III, an attempt was made to put into the outcome document, a call for the devolving of some of UN-Habitat\u2019s functions, to a new city agency to be created, \u201cUN Cities\u201d, to be located ostensibly in Europe. \u201cThe attempt was set aside thanks to bold and vigorous objections by the Group of 77 plus China with Kenya at the forefront,\u201d he said.<\/p>\n<p>\u201cWhen the idea of City Agency was rejected, an alternative approach was tabled. This is the idea of the \u201cDecade on Sustainable Urban Development\u201d as an outcome of Habitat III.\u00a0\u00a0It is a common knowledge that \u201cDecades\u201d are declared with a coordinating leadership and, in some cases, a secretariat like UN Water, which is the secretariat for the UN Decade on Water, based in Geneva. This proposal seems to have evolved into UN Urban\u2019<\/p>\n<p>He revealed that a \u201cDecade on Sustainable Urban Development\u201d would require a team to coordinate the Decade and hence the creation of a secretariat.\u00a0\u00a0\u201cThe intention was not to locate the team within UN-Habitat but elsewhere.\u00a0\u00a0That secretariat would then function as the nucleus of a City Agency, or \u201cUN Cities\u201d after the end of the \u201cDecade\u201d.<\/p>\n<p>\u201cThese proposals bear very uncanny and uncomfortable similarity to the current notion of UN-Urban. In other words, the proposal channeled into the Panel has been long in coming; it is an idea that was severally rejected over time prior to HABITATIII. This idea which will weaken and not strengthen UN-Habitat, had an antecedent in its different incarnations but the objective has been the same all along.\u201d<\/p>\n<p>According to him, Nigeria\u2019 desire not only to see the actual implementation of the New Urban Agenda but also to see a revigourized UN-Habitat that will serve both developed and developing countries. \u201cOne way to re-energize the UN-Habitat might be ensure that credible leadership is placed at the helm of affairs.
