{"id":2958,"date":"2017-04-04T23:41:25","date_gmt":"2017-04-04T23:41:25","guid":{"rendered":"https:\/\/amazingproperty.com.ng\/blog\/?p=2958"},"modified":"2017-04-04T23:47:31","modified_gmt":"2017-04-04T23:47:31","slug":"uk-reveal-property-accounts-houses-owned-nigerian-public-officials-soon","status":"publish","type":"post","link":"https:\/\/amazingproperty.com.ng\/blog\/uk-reveal-property-accounts-houses-owned-nigerian-public-officials-soon\/","title":{"rendered":"UK to reveal property, accounts, houses owned by Nigerian public officials soon"},"content":{"rendered":"<p>New York \u2013 The British Government will give the Federal Government information about Nigerians who own property in that country next year, a presidential aide has said.<\/p>\n<div>\n<p>Prof. Bolaji Owosanoye, Executive Secretary, Presidential Advisory Committee against Corruption, said in New York that negotiations on this had reached advanced stage.<\/p>\n<p><!-- between content ad --><\/p>\n<p>Owosanoye said the measure being taken by the governments of both countries was a step forward in the fight against corruption.<\/p>\n<p>\u201cThere\u2019s no doubt that rogues in government oppress and impoverish their people by corruption and this must be sanctioned by collective action.<\/p>\n<p>\u201cWe need to make sure that there is no safe haven for you (corrupt officials) to run to.<\/p>\n<p>\u201cBritain has promised that by 2018, she will provide Nigeria with the information about who owns what and where; that\u2019s very helpful.<\/p>\n<p>\u201cThese include all the <a href=\"https:\/\/amazingproperty.com.ng\/blog\/really-nice-property-for-sale-in-nigeria\/\">houses<\/a> that have been bought by public officials or accounts that are held by public officials on which they are right now not paying taxes or which they cannot explain the sources.<\/p>\n<p>\u201cSo if you cannot <a href=\"https:\/\/amazingproperty.com.ng\/blog\/the-steps-to-buying-a-house\/\">buy a house<\/a> in England, you have to look for somewhere else.<\/p>\n<p>\u201cBut if all countries criminalise this, then it becomes much more difficult unless you want to buy the house on Mars,\u201d he said.<\/p>\n<figure id=\"attachment_776362\" class=\"wp-caption alignnone\" style=\"width: 412px;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-776362 size-full\" src=\"https:\/\/i0.wp.com\/d19lga30codh7.cloudfront.net\/wp-content\/uploads\/2017\/04\/corruption4.jpg?resize=412%2C250\" alt=\"UK Reveals nigerian property abroad\" width=\"412\" height=\"250\" data-lazy-src=\"https:\/\/i0.wp.com\/d19lga30codh7.cloudfront.net\/wp-content\/plugins\/lazy-load\/images\/1x1.trans.gif\" \/><noscript><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/d19lga30codh7.cloudfront.net\/wp-content\/uploads\/2017\/04\/corruption4.jpg?resize=412%2C250\" alt=\"\" width=\"412\" height=\"250\" class=\"size-full wp-image-776362\" srcset=\"http:\/\/d19lga30codh7.cloudfront.net\/wp-content\/uploads\/2017\/04\/corruption4.jpg 412w, http:\/\/d19lga30codh7.cloudfront.net\/wp-content\/uploads\/2017\/04\/corruption4-300x182.jpg 300w, http:\/\/d19lga30codh7.cloudfront.net\/wp-content\/uploads\/2017\/04\/corruption4-58x35.jpg 58w, http:\/\/d19lga30codh7.cloudfront.net\/wp-content\/uploads\/2017\/04\/corruption4-260x158.jpg 260w, http:\/\/d19lga30codh7.cloudfront.net\/wp-content\/uploads\/2017\/04\/corruption4-200x121.jpg 200w\" sizes=\"auto, (max-width: 412px) 100vw, 412px\"\/><\/noscript><figcaption class=\"wp-caption-text\">Buhari<\/figcaption><\/figure>\n<p>The presidential aide also explained that Nigeria and other African countries, who are victims of illicit financial flows, must challenge developed countries to block illicit financial flows from developing countries.<\/p>\n<p>\u201cReceiving states \u2013 the countries of the North \u2013 need to be proactive to block the proceeds of crime even before a request is made by victim countries.<\/p>\n<p>\u201cThis is because, in many situations, it is clear that illegality is taking place.<\/p>\n<p>\u201cWe think that reversing the burden of proof to improve the confiscation of criminal proceeds of crime would help, especially when we are going after the asset and not necessarily the person.<\/p>\n<p>\u201cIf the person who claims to own the asset would not cooperate in giving information, then this should be a point in favour of the state,\u201d Owosanoye said.<\/p>\n<p>He contended that the burden of proof for criminal proceeds should shift to the suspect and not the government, citing the case of a former Managing Director of the Nigerian National Petroleum Corporation (NNPC).<\/p>\n<p>\u201cA former Managing Director of the NNPC was found with nine million dollars cash and over 70 million naira in his house in a small place he has built.<\/p>\n<p>\u201cHe said the money is a gift. He was asked if he could tell the very generous angels who gave him this money.<\/p>\n<p>\u201cHe\u2019s not been able to provide that information. That sort of disposition should be used to penalise a claimant of asset who cannot justify the origin of the asset.<\/p>\n<p>\u201cThe proposed \u201cUnexplained Wealth Order in England,\u2019\u2019 which hopefully we were told would pass through the legal process this year, should really help to deepen the conversation in this regard.<\/p>\n<p>\u201cIt (Unexplained Wealth Order) would help to quickly recover assets,\u201d the presidential aide said.<\/p>\n<p>Owosanoye said available research records showed that about 60 per cent of capital flight from Africa came from Nigeria because of the size of its economy.
